Harbor Point is a collaboration of public and private efforts that will result in a retail/restaurant development located at the southeast corner of Interstate 30 and Chaha Road on the western shore of Lake Ray Hubbard. Development plans call for a Bass Pro Shop with courtesy docks, nine restaurants, a small amount of retail shop space, and a hotel to be separately owned.
Work on Harbor Point began in 1999. The city was seeking an initiative that would spur economic growth within the I-30 corridor in Garland. After much consideration and negotiation, the City and Harvest Partners developed the concept of Harbor Point. The $47.4 million project, located along 900 feet of shoreline on 28-acres of land, will include:

A 120,000 SF Bass Pro Shop incorporating a Bass Pro owned 5,000-8,000 SF restaurant and exhibit center;

5 shoreline freestanding restaurant pad sites plus the Bass Pro restaurant, Islamorada Fish Company;

3 pad sites with frontage to I-30 (the corner convenience store is not included in the sale);

18,000 square feet of inline retail / restaurant space;

Courtesy dock with up to 78 slips for local boaters to access the development;

A boardwalk with landscaping and views of the lake;

Parking facilities with outdoor boat storage space.
The project is being financed through a public/private partnership between the City of Garland and Harvest Partners. The City Council voted unanimously to include $21.8 million to be used to finance the infrastructure (including utilities, streets, parking, and landscaping needed for the Harbor Point project) as part of a $223.7 million bond package approved in May 2004 by public vote. Income for the development will be a combination of rental income, reimbursement revenue, and Economic Incentive Plan Payments (EIP). The EIP Payments will be an allocation of ad valorem tax revenue generated within a Tax-Increment-Financing District (TIF) and sales tax reimbursements over a 20-year period.
